JUDGE SEEBER (CLAIBORNE AVENUE) BRIDGE- LA 39
The Louisiana Department of Transportation and Development (DOTD) has released the following information regarding traffic closures scheduled during rehabilitation of the Judge Seeber Bridge. The work will consist of changing wire ropes, electrical rehabilitation, mechanical rehabilitation, deck replacement and structural repairs.

VEHICULAR CLOSURES:
The Judge Seeber Bridge will be closed to all vehicular traffic (24/7) starting at 12:01 AM on March 15, 2010 and the target end date is May 1, 2010. Alternate routes are St. Claude Avenue (LA 46), Florida Avenue, and Paris Road (LA 47) to I-510/I-10. However, the St. Claude Avenue Bridge and Florida Avenue Bridge are draw bridges and are required to open for marine traffic.

MARINE CLOSURES:
The Judge Seeber Bridge will be closed to marine traffic for two 5-day periods (24 hours/day) between March 15, 2010 and April 2, 2010. The work performed during these closures will consist of changing wire ropes.

The first 5-day marine traffic closure will start at 12:01 AM on March 15, 2010.

Following the first closure, the bridge will re-open to marine traffic for 2 to 7 days to clear congested marine traffic and coordinate with shipping schedules, then the second 5-day closure will begin. The U. S. Coast Guard will determine the length of time between the two closures.

NOTE: The Port of New Orleans does not intend to schedule any roadway closures at the St. Claude Avenue Bridge or Florida Avenue Bridge during closure of the Judge Seeber Bridge from March 15th through May 1st.

NOTICE: Mariners headed toward Lake Pontchartrain should approach the bridge with extreme caution due to the missing section of fender near the Bridge Operator's House.

Bridge Curfews (No Openings for Marine Traffic)

The Florida Avenue, St. Claude Avenue, Almonaster Avenue bridges and the Seabrook Railroad bridge are operated by the Board of Commissioners of the Port of New Orleans.

The Senator Ted Hickey (Seabrook Vehicular Bridge) is operated by the Orleans Levee District.

HOURS BRIDGES ARE NOT REQUIRED TO OPEN FOR MARINE TRAFFIC:

The vehicular bridges operate under federal regulation 33 CFR 117.458 which reads:
§ 117.458 Inner Harbor Navigation Canal, New Orleans.

(a) The draws of the LA Highway 46 (St. Claude Avenue) bridge, mile 0.5 (GIWW mile 6.2 East of Harvey Lock), the LA Highway 39 (Judge Seeber/Claiborne Avenue) bridge, mile 0.9 (GIWW mile 6.7 East of Harvey Lock), and the Florida Avenue bridge, mile 1.7 (GIWW mile 7.5 East of Harvey Lock), shall open on signal; except that, from 6:30 a.m. to 8:30 a.m. and from 3:30 p.m. to 5:45 p.m., Monday through Friday, except federal holidays, the draws need not open for the passage of vessels. The draws shall open at any time for a vessel in distress.

(b) The draw of the US Highway 90 (Danziger) bridge, mile 3.1, shall open on signal; except that, from 8 p.m. to 7 a.m. the draw shall open on signal if at least four hours notice is given, and the draw need not be opened from 7 a.m. to 8:30 a.m. and 5 p.m. to 6:30 p.m. Monday through Friday.

(c) The draw of the Leon C. Simon Blvd. (Senator Ted Hickey) bridge, mile 4.6, shall open on signal; except that, from 7 a.m. to 8:30 a.m. and 5 p.m. to 6:30 p.m. Monday through Friday, the draw need not be opened.
