Port Entry Policies
On January 13, 2009, the Transportation
Safety Administration Transportation Worker Identification
Credential (TWIC) program was implemented at the Port of New
Orleans. All persons entering the port must have a TWIC in order to
access the port's facilities. All persons who do not have a TWIC and
need access to the facilities must be escorted by a Port of New
Orleans Approved TWIC Escort. All persons escorted by a Port of New
Orleans Approved TWIC Escort must have valid identification to be in
compliance with the Maritime Transportation Security Act (MTSA).
Neither the Port of New Orleans nor it
tenants recognize or accept third-party trained TWIC escorting
companies.
In order to be a Port of New Orleans
Approved TWIC Escort, the individual must be employed in one of the
below work areas :

Tenants leasing space within
restricted areas
-
Licensed Steamship agents
-
Licensed Transportation services
-
Regulated
public utilities
-
Port
Chaplains
-
Port of New Orleans Employees
-
Port
of New Orleans Consultants/Sub-Contractors
Once you have been nominated to be a
Port of New Orleans Approved TWIC Escort, you will have to attend a
training class sponsored by the Harbor Police Department. This
training class teaches the individual security awareness and
responsibilities, the Port of New Orleans TWIC Escorting policy and
what is required by TWIC to perform escorting duties. The duration of
the training class is approximately one hour and fifteen minutes and
these classes are scheduled on an as-needed basis.
